백악관, '동해 병기' 청원 기각…

미국 백악관이 미국 정부의 공식 문서와 지도에 일본해(Sea of Japan) 외에 동해(the East Sea)를 병기할 것을 요청한 한국 교민의 청원을 기각한 것으로 26일(한국 시각) 확인됐다. 백악관은 '일본해 단일 표기' 원칙을 유지한다는 입장을 밝혔다.

백악관은 웹사이트에 올린 ‘청원에 대한 답변’에서 “연방정부는 미국지명위원회(BGN)가 정한 지리 명칭을 사용한다”며 “이번 청원 대상인 수역에 BGN이 정한 명칭은 일본해이기 때문에 연방정부는 일본해를 계속 사용할 것”이라고 밝혔다. BGN은 해양의 공식 명칭은 하나만 쓴다는 원칙을 갖고 있다.

/ 백악관은 "국제협력 정신에 따라 우리는 일본과 한국이 이번 지명 분쟁에 대해 서로 동의할 수 있는 해결책을 찾을 수 있도록 협력을 이어가길 바란다"고 했다.

이번 동해 병기 청원은 지난해 3월 21일 백악관 웹사이트 내 온라인 청원 페이지인 ‘위더피플(WE the PEOPLE)’에 올라왔다. 동해 병기 청원은 지난해 4월 25일 기준 10만8300명이 서명했다. 백악관 규정에 따르면 백악관은 청원 제출 후 30일 이내 10만명의 서명이 모이면 청원을 검토하고 답변해야 한다.

미국 정부는 2012년에도 동해·일본해 병기 청원에 “일본해 단일 표기가 미국 정부의 입장”이라고 답변했다.

[A response to your petition

Thank you for voicing your concern regading the official nomenclature used by the United States related to the body of water between the Republic of Korea and Japan.

The Federal Government uses the name of geographic locations determined by the United States Board on Geographic Names (the Board). As matter of longstanding policy and practise, the Board uses only one official name to refer to each sea or ocean. This is known as the conventional name.

The Board's designated convention name for body of water referenced by your petition is Sea of Japan. The Republic of Korea calls this body of water Dong-hae, which is listed as a variant name in the Board's database along with other locally-used names. The Federal Government will continue using the Sea of Japan, so long as it is the Board's designated conventional name for body of water.

In the spirit of international cooperation, we hope the Japan and Republic of Korea will continue to work together to reach a mutually agreeable solution to this nomenclature disagreement.]
