It's Only Going to Get Worse in Washington
The fever never broke. Cooler heads have not prevailed. And the next self-inflicted crisis may be worse than the last

1. In the 11th hour of any crisis, let alone one that shuts down the world's most powerful government, things are bound to get a little weird. So it was no surprise when members of Congress began showing up for votes in late September reeking of booze. Mickey Hart, a former drummer for the Grateful Dead, appeared mysteriously in a first-floor hallway of the Capitol, uttering a psychedelic koan: "It's the rhythm, stupid." Representative Devin Nunes, a California Republican, compared members of his own party to "lemmings with suicide vests," since jumping off a cliff is no longer enough in Washington. "It's very hard from a distance to figure out who has lost their minds," observed Senator Claire McCaskill, a Missouri Democrat.

이 세상에서 가장 강력한 국가의 정부가 폐쇄되는 위기는 말할것도 없고, 그 어떤 위기 직전의 마지막 시간은 어쩔 수 없이 좀 기이하게 될 수 밖에 없다. 그런 의미에서, 9월 말 의원들이 숨냄새를 풍기며 투표를 하러 나타나기 시작한 것은 놀랄 일도 아니었다. 2. Or what else has been lost. For a generation, at the expense of billions of dollars and armies of brilliant minds, America's political parties have cunningly divided most of the country into ideological preserves. It serves their purposes: after multiple rounds of ornate gerrymandering, of the 435 seats in the House of Representatives, fewer than 1 in 5 is truly competitive on Election Day. Republicans speak to Republicans, Democrats to Democrats, the hard right and hard left comfortably cushioned from any obligation to reach out to anyone--leaving the rest of the country with no one to speak to them, or for them.

한 세대 동안, 수십억 달러와 뛰어난 정신을 갖춘 수많은 군단을 소모하면서, 미국의 정당들은 국가의 거의 모든 부분을 영악하게 사상적 보호구역으로 나누어 놓았다. 이들은 자신의 목적을 달성하였다. 여러차례 게리맨더링(*자기 당에 유리한 지역구 개정)을 거친 후, 하원의석 435개 중 5분의 1도 채 안되는 의석만이 선거일에 진정한 의미에서 경쟁구도를 보이고 있다. 공화당의원들은 공화당 지지자들에게만 유세를 하고, 민주당 의원들은 민주당 지지자들에게만 유세를 한다. 극우(=보수)와 극좌(=진보)의 이념성향을 지닌 의원들은 어떤 유권자에게 손을 뻗칠 의미감도 느끼지 않고 편안한 상태로 안전한 완충지대에서 지내는 것이다. 따라서 나머지 유권자들을 설득하려는 정치인도 없을 뿐 아니라 자신들을 위해 목소리를 내주는 정치인도 못 갖게 되었다.
3. So when the embattled Speaker of the House John Boehner took to the floor with the clock ticking toward zero and pitched a doomed offer to delay the government shutdown by a few more weeks, his simple mantra drilled to the heart of the problem. "Let's listen to our constituents," Boehner thundered, as though a great chorus of voters had demanded that Obamacare be blocked, no matter the cost to the country.

In the meantime, each faction busies itself with the daily messaging war, an unending skirmish of e-mail blasts, tweets, viral videos and cable-news sound bites, making the eternal case that someone else is to blame. The nation has been carved up into echo chambers; increasingly, we hear only the sound of our own passions and fears reverberating. While Obama clearly had the initial advantage from the shutdown, according to polls, he is unlikely to escape all harm. The public has given up on waiting for the era of good feeling that he promised in his first campaign, and Obama's approval rating is now mired in the low 40s.

27. Voters will have to wait another year to decide at the voting booth who wins this unseemly and destructive combat. Republican pollster Whit Ayres is not alone in his fear that the stiff-necked purity of the safe-seat conservatives will cost the party its House majority. "It's frustrating not being able to have much effect on Obamacare," he warns. "It would be even more frustrating to watch Nancy Pelosi wield the Speaker's gavel again."

28. Which she could certainly do in 2015 should her health and ambition hold up, because her own re-election is a foregone conclusion. She has a safe seat in San Francisco, where she frequently wins 80% of the vote no matter what befalls the rest of the country.

2015년에 낸시 펠로시가 하원의장이 될 수도 있다는 것은, 그의 건강과 야망이 유지된다면 물론 가능한 일이다. 왜냐하면 그의 재선은 이미 확정된 것과 마찬가지로 확고하게 결론이 이미 나 있기 때문이다. 낸시 펠로시는 샌프란시스코에서 나머지 지역구에서 어떤 투표율을 보이든 간에 종종 80% 이상의 득표율로 승리를 거두워 의원직을 유지하는 일은 안전해 보이기 때문이다.
