"What Japan should do"

"Abe, the Prime Minister of Japan, should fly to China and kneel
at the "Nanjing Massacre Memorial Hall, as Willy Brandt, Chancellor of Germany, did at the Ghetto Memorial in Warsaw in 1970.

It took 26 years for Germany to do the right thing after the World War two. Japan has not done so even in 68 years!. Japan may do it next week, within next year, 2 years, 3, 10, ...35 years, for sure.
I thought of where in Korea it may happen. My first thought was "유 관순 누나 기념관". I don't know where it is or if it exists.
