Step By Step Guide For Non-Singapore Citizens To Get Certificate Of Clearance

  Today I prepare information on Singapore Certificate of Clearance for non-Singapore Citizens who have stayed in Singapore for more than 6 months! I guess this will help many people since there are lots of students and expatriates who are and has been in Singapore!

  Certificate of Clearance from Singapore, COC, is a document issued by Singapore Police Force(SPF) to certify that a person has no criminal conviction within a stipulated period of time in Singapore. The reason why I pick COC among many different documents from Singapore that non-Singapore citizens need is that this document is one of the most frequently asked documents! For example, COC is required when you migrate from Singapore to another, issuing or renewing visa, adopting a child, getting a marriage and so on! 


  However, with effect from 18 October 2010, SPF has stopped to issue COC to non-Singapore Citizens. So to get the COC, non-Singapore Citizens may appeal for eligibility to Apply for COC at the SPF e-service.

***Appellant must have resided in Singapore for at least 6 months and are above the age of 16

  Before you enter the website and apply for COC, there are several things you need to prepare as follows!

1. Singpass (It allows users to transact with over 60 government agencies online easily and securely)
 2. Scanned documentary proof indicating that a COC is required and for what purpose
 3. Scanned biometric page of applicant’s valid passport
 4. Scanned identification document, front and back
 5. Scanned or digital passport-sized photograph
 6. Valid credit/debit card or I-banking account for online payment


  With these documents you can easily complete, submit the forms and also make a payment via credit card or I-banking! After that, you will get a notice that the application has been accepted and you should make a reservation for the fingerprint impressions. Following this, make a reservation and visit SPF to make fingerprint and get the document on the date you book! 

  If you are not in Singapore, there is another way to send your fingerprint but it is too complicated! Also there are other problems when you are not in Singapore and to use COC in a foreign country. If COC is for a foreign country, the document should be translated into the language the recipient country uses, notarized and legalized. When legalizing, things get a lot difficult when you are outside of Singapore!
