アポスティーユとは?

Apostille is a form of authentication issued to documents for use in countries that participate in the Hague Convention of 1961. In general, after embassy legalization, the reliability of the national document is verified, but there is an inconvenience in terms of time and cost. To resolve this inconvenience, without consular legalization through overseas consulates among the member countries, Apostille has appeared, which recognizes documents with Apostille as legalized documents.

Simply put, it's one of the ways to legalize a document based on the Hague Convention.

How to apply?

In Japan, the Ministry of Foreign Affairs(MOFA) is in charge of issuing Apostille.

Official documents issued by public institution - such as Family Register(戸籍謄本), Residence Record(住民票) - can be certified directly via MOFA.

But when documents to be certified are private documents - such as Graduation Certificate(卒業証明書), Employment Certificate(在職証明書) - the procedure for notarization will be required.

That is, private documents have to receive notarization by a notary public(公証人), accompanying a certificate of notary public’s seal by the director of the district legal affairs bureau to which the notary public belongs.

It’s quite hectic. I know.

But the good thing is that at notary public’s offices(公証役場) in 8 prefectures, including Saitama, Ibaraki, Tochigi, Gunma, Chiba, Nagano, Niigata and Shizuoka, you can obtain both of them at the same time. After that, please go through the procedure for Apostille at the MOFA.

And if you’re currently in Tokyo, Kanagawa, Shizuoka, Aichi and Osaka, at notary public’s offices, you can even obtain a notarial document, a certificate of notary public’s seal by the director of the district legal affairs bureau and Apostille by MOFA at the same time.
