If you want to use a German public document in South Korea (e.g. birth or marriage certificates, court orders, certificate of good conduct), the Korean authorities might request that you obtain an Apostille as a confirmation of the authenticity of the foreign document.
Apostille is only for submission in accession countries of the Hague Convention.

And it is only conferred by a designated authority of the country which issued the document.
APPLYING FOR AN APOSTILLE IN GERMANY
In the Federal Republic of Germany,
Bundesverwaltungsamt(The Federal Office of Administration) officially certifies signatures on German official documents for use abroad.
Besides, it issues Apostilles on federal documents
But please note that Bundesverwaltungsamt can provide Apostilles exclusively for federal documents issued by German federal authorities and it is not competent for Apostilles for documents issued by registry offices, courts or by Bundesländer(federal strate) or local authorities (such as birth certificates or divorce decrees)
They are not handled in a uniform manner but generally speaking, the following bodies are competent:
Interior ministries (senate), regional commissioners, regional administrations for documents of Administrative Authorities.
Justice ministries (senate), chief justices of state courts for documents of Judicial Administrative Authorities, Courts of General Jurisdiction and Notaries.
